Odaily News: U.S. Senator Ron Wyden has sent a letter to Senate Majority Leader John Thune and Senate Minority Leader Chuck Schumer, urging that any version of the "Digital Asset Market Clarity Act" considered by the Senate retain Section 604 to protect non-custodial blockchain developers who do not control user assets. Ron Wyden stated that developers should not be considered money transmitters simply because they create or publish software that allows users to manage their own digital assets. Coin Center Executive Director Peter Van Valkenburgh, the DeFi Education Fund, and Galaxy Digital Head of Research Alex Thorn have expressed support for this stance. Alex Thorn also noted that supporting developer protections does not mean Ron Wyden will endorse the entire CLARITY Act. Ron Wyden further stated that the provision does not protect developers involved in illegal activities and can direct law enforcement resources toward criminals and unlicensed money transmission businesses, rather than neutral software developers. Odaily Planet Daily reported that Galaxy stated on X platform that many Registered Investment Advisors (RIAs) face difficulties in responding to client demands for allocating funds to DeFi while meeting compliance requirements under the U.S. SEC's Custody Rule. The current rule requires client assets to be held with a Qualified Custodian (QC), effectively excluding the self-custody path and making it difficult for traditional financial accounts to directly participate in DeFi strategies. In practice, however, the technical compatibility and compliance integration costs between custodians and new public chains, tokens, and DeFi protocols are high. Most custodians also lack the capability to support DeFi interactions, resulting in a persistent "compliance infrastructure gap." Meanwhile, fiduciary duties require RIAs to not simply exclude client demand for DeFi exposure, placing institutions in a structural conflict between compliance and investment intent.Galaxy believes that a potential future solution lies in establishing a principles-based regulatory framework, including MPC key management, governance controls, third-party audits, on-chain transparency, and rigorous protocol due diligence mechanisms. This approach would aim to unlock on-chain asset allocation capabilities without weakening regulatory objectives.
Galaxy Research Director stated on platform X that due to a shortened legislative calendar and increased competition for floor time from other matters, they have once again lowered the probability of the CLARITY Act passing in 2026. They still believe a vote will take place in July and hope the bill receives 60 supportive votes, but the outcome remains uncertain at this time. (Cointelegraph)

Alex Thorn, Head of Research at Galaxy, posted on X that the U.S. Senate Banking Committee voted 15–9 this week to advance the CLARITY Act to a full Senate vote. With time running short—approximately nine weeks remain—the projected timeline for next steps is as follows: June 1: Begin reconciling the Senate Banking Committee’s and Senate Agriculture Committee’s versions of the bill; June 15: Full Senate debate begins; June 22: The Senate may complete its final vote; July 13: Senate–House reconciliation concludes; Early August: President Trump signs the bill into law (assuming the schedule stays on track). Alex Thorn analyzed that Democrats are focusing heavily on “ethics provisions” designed to restrict digital asset holdings and profits by senior officials and their family members. Meanwhile, negotiations continue on the Decentralized Finance Regulation and Blockchain Regulatory Certainty Act (BRCA). The CLARITY Act will lay the groundwork for innovation in the U.S. digital asset market and for investor protection.
According to The Block, Forward Industries, the treasury company of Solana, released its Q1 2026 financial report, reporting quarterly revenue of $13 million—a 319% year-on-year increase—primarily driven by SOL staking rewards. However, the company recorded a $201.7 million digital asset loss and an $85.1 million crypto-asset impairment, both stemming from the decline in the fair value of its SOL holdings (SOL fell 33.7% during the quarter), resulting in a net loss of $283.1 million—far exceeding the $1.5 million net loss reported in the same period last year. As of the end of March, the company held approximately 7.04 million SOL and had accumulated 201,200 staking rewards, nearly all of which remained staked. Additionally, in March, the company signed a loan agreement with Galaxy Digital, drawing an initial $40 million, while simultaneously advancing cost-cutting initiatives and share buybacks (reducing basic share capital by 7.4%).

Odaily Investment bank TD Cowen reiterated its "Buy" rating on Sharplink following its Q1 earnings report, maintaining a $16 price target, implying approximately 106% upside from the current share price of $7.76.Sharplink's Q1 revenue exceeded $12 million. The company also announced the establishment of an approximately $125 million income fund in partnership with Galaxy Digital, with Sharplink contributing roughly $100 million. The fund will focus on DeFi and liquidity yield opportunities, targeting returns higher than base staking yields. The analyst team believes the current share price is in a "favorable entry window," driven primarily by a persistent NAV discount and expanding Ethereum demand. Sharplink currently holds approximately 873,000 ETH (about $2 billion), translating to a net asset value (NAV) of roughly $9.68 per share, while the stock still trades at about a 20% discount to NAV. TD Cowen noted that the Galaxy partnership strengthens Sharplink's yield strategy, allowing it to maintain ETH exposure while improving capital efficiency through institutional-grade DeFi opportunities. Coinbase's policy head previously stated that the CLARITY Act ultimately needs at least 60 votes and bipartisan support to become law. (Cointelegraph)
Alex Thorn (@intangiblecoins), Head of Research at Galaxy Research, published a post revealing that Galaxy Research has released a new report refuting banking industry claims that the GENIUS Act would erode U.S. bank deposits—and providing quantitative estimates. Key findings from the report include: - Under the GENIUS Act framework, 60%–70% of new stablecoin issuance would originate overseas; inflows of foreign deposits would be approximately twice the volume of domestic deposit migration—indicating a net increase in total deposits rather than a zero-sum reallocation. - Each newly minted GENIUS stablecoin would generate approximately $0.32 in net credit for the U.S. economy. - In the base-case scenario, total credit expansion by 2030 would reach roughly $400 billion; under the optimistic scenario, it could reach $1.2 trillion. - Short-term U.S. Treasury yields (T-bills) would compress by 3–5 basis points, potentially saving taxpayers up to $3 billion annually in borrowing costs. - The report also notes that the interest pass-through mechanism does not pose an existential threat to U.S. banks—it merely represents a reallocation of profit margins and will not reduce overall credit capacity.
Odaily reports, State Street, in partnership with Galaxy, has launched the on-chain liquidity fund SWEEP, allowing investors to "one-click transfer" stablecoins into yield-generating tokenized assets for 24/7 on-chain cash management. The fund will initially be deployed on Solana, with future plans to expand to Stellar and Ethereum, and integrate infrastructure such as Chainlink.Targeting qualified investors, SWEEP is positioned similarly to products like BlackRock's BUIDL, offering U.S. Treasury-like yields through an on-chain structure. It represents the latest exploration in the convergence of traditional asset management and blockchain technology.
Alex Thorn, Head of Research at Galaxy, posted on X stating that the CLARITY Act has taken on heightened urgency, partly due to the exceptionally tight race for control of the U.S. Senate. If Democrats regain control of the Senate, former Senator Sherrod Brown could resume his role as Chair of the Senate Banking Committee; alternatively, if Brown fails to win re-election to the Senate from Ohio but Democrats still secure Senate control, the committee may instead be led by Elizabeth Warren. Such potential leadership changes could significantly influence the regulatory direction for the crypto industry, thereby increasing the practical urgency of advancing the CLARITY Act. Note: Elizabeth Warren is not friendly toward the crypto industry. She has urged the U.S. Department of the Treasury to issue stringent implementing rules for the GENIUS Act and explicitly issued guidance prohibiting the use of federal resources—including the Exchange Stabilization Fund or Federal Reserve emergency lending facilities—to backstop stablecoins or the broader crypto industry.
