Ripple urges Senate to support CLARITY Act, warns opposing the bill would preserve FTX-style risks

: Ripple’s Global Head of Public Policy and Government Affairs, Lauren Belive, stated that opposing the CLARITY Act is not opposition to the crypto industry, but rather opposition to consumers, and would continue exposing crypto holders to bad actors who exploit regulatory arbitrage. Belive noted that while a digital asset market already exists in the United States, federal rules protecting consumers have not kept pace. She pointed out that the regulatory gaps that led to the collapse of FTX and the loss of customer funds still persist. Belive indicated that the CLARITY Act would grant the U.S. Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) clear joint jurisdiction over the digital asset market, requiring tokens to undergo regulatory oversight before entering the market. Stuart Alderoty, Chief Legal Officer of Ripple and Chairman of the National Cryptocurrency Association, stated that opposing the CLARITY Act would allow the current unregulated status quo to continue and be exploited by bad actors.

UK pushes for tokenized financial markets, potentially adding $44 billion in annual economic output by 2035

A UK government-backed industry working group has stated that if the UK becomes a leader in tokenized financial markets, it could add up to £33 billion (approximately $44 billion) to annual economic output by 2035. The report proposes a 12-month plan to test the use of blockchain in financial transactions where securities are borrowed against cash, and calls for the UK to issue its first tokenized government bond before the first quarter of 2027. Ripple supports the initiative, stating that on-chain funds, bonds, and repurchase agreements have already proven to be cheaper, better, and faster than traditional counterparts. (Cointelegraph).

Kalshi's Preliminary Injunction Motion Denied in Key Southern District of New York Case, Potentially Creating Ripple Effects for Other Litigation

Crypto journalist Eleanor Terrett tweeted that Judge Analisa Torres of the U.S. District Court for the Southern District of New York denied its preliminary injunction application in the case involving Kalshi, allowing the case to proceed to the motion to dismiss stage. The court held that New York State gambling law applies to Kalshi's sports event contracts, and such application is not preempted by the Commodity Exchange Act. This ruling means Kalshi has suffered another unfavorable setback in the relevant legal dispute.

Cantor Fitzgerald: Bitcoin Bear Market May Be Nearing the End, Expected to Bottom Out Around October

According to CoinDesk, Wall Street bank Cantor Fitzgerald issued a research report indicating that the crypto market is entering the final phase of the current bear cycle. As of June 10, Bitcoin has declined approximately 51% from its 2025 peak, with 252 days having passed since the peak. Synthesizing the past three market cycles, BTC bottoms on average 384 days after the peak; based on this, the low point of this cycle is projected to appear around the end of October. Analysts also noted that the model is not a precise timing tool, and macro, regulatory, and geopolitical risks remain. Regarding network value assessment, Cantor believes Hyperliquid is the prime example of fee-driven token economics, Bitcoin remains the benchmark monetary asset, and Ethereum serves as the primary collateral layer for on-chain finance; Solana, Sui, XRP, and Zcash each possess differentiated advantages, but still need to prove that their ecosystem growth can translate into sustained token demand.

Ripple Launches XRPL Lending Protocol, Plans to Bring Institutional-Grade Credit Infrastructure On-Chain

Ripple launches XRPL lending protocol, aimed at providing lending and credit infrastructure for on-chain assets. The protocol adopts a design philosophy of "off-chain credit assessment, on-chain standardized execution", consists of two parts: single-asset vaults and lending protocol, and is used to organize liquidity and issue loans, calculate interest, process repayments, and handle defaults according to agreed terms.

Ripple plans to introduce an institutional-grade lending protocol on XRPL, allowing tokenized assets to be used as collateral for financing.

Ripple is advancing the addition of a lending infrastructure layer on the XRP Ledger (XRPL), enabling institutions to raise funds using on-chain tokenized assets as collateral. The protocol will automatically execute loan terms, while credit evaluation and lending decisions remain handled by off-chain institutions.According to disclosures, the proposal is named the XRPL Lending Protocol (corresponding to XLS-65 and XLS-66 standards). It is currently in the technical draft stage and will require approval through validator voting before launching on the mainnet, but developer testing has already been opened on the test network. The protocol’s design splits the lending process into two parts: on-chain management of liquidity pools, interest calculation, repayment execution, and default handling; while borrower credit assessment and loan term setting remain with traditional financial institutions to meet compliance requirements across different jurisdictions.Ripple states that the mechanism is primarily aimed at institutional short-term liquidity needs. For example, in cross-border payment scenarios, temporary financing through stablecoins or collateral assets can be obtained before settlement is completed, thereby improving capital efficiency.Analysts believe that while the plan attempts to introduce a “rule-enforced lending infrastructure” similar to traditional finance while maintaining XRPL's open network attributes, it will still face competition from established on-chain lending protocols such as Aave, Compound, and Maple. Sky provides 150 million USDS base liquidity for FX Layer

Sky (formerly MakerDAO), in collaboration with Spark and Uniswap, announced that the initial 150 million in liquidity for FX Layer, a stablecoin exchange system jointly developed by the three parties, is entirely sourced from the Sky ecosystem's stablecoin USDS. As the platform's core pricing asset, USDS provides base liquidity for USDS/USDT and USDS/PYUSD trading pools, marking the first large-scale implementation of this shared liquidity framework. The long-term plan for the three parties is to introduce institutions engaged in stablecoin operations, such as PayPal's PYUSD, Ripple's RLUSD, Robinhood, and Revolut, to access the unified infrastructure. This eliminates the need for each issuer to independently build liquidity pools and market-making systems. Simultaneously, a governance mechanism will be established to allow idle funds not involved in market-making to generate ongoing returns.Looking back to June 25th, Spark and Uniswap officially announced the launch of FX Layer. The division of roles is clear: Spark acts as the orchestration layer to allocate cross-stablecoin liquidity, while Uniswap v4 executes transaction paths via its programmable AMM mechanism through the DualPool hook. It offers a one-stop stablecoin exchange service for banks, fintech companies, and payment enterprises.

Users can directly exchange assets such as USDC, USDT, ETH, and XRP for RLUSD without needing to manually bridge chains, wrap tokens, or execute multiple transactions.RLUSD is natively issued on the XRP Ledger and Ethereum, and has been extended to Ethereum Layer 2 networks such as the XRPL EVM Sidechain, Optimism, Base, Ink, and Unichain via Wormhole's Native Token Transfer standard. Squid's routing layer sits atop these underlying transfer mechanisms, allowing users to utilize RLUSD irrespective of the specific issuance chain.Squid states that its intent-based routing system, which uses market makers to fulfill orders with liquidity on the destination chain, can settle transactions within seconds and is compatible with various cross-chain messaging and issuance standards. Beyond end-users, developers can also integrate RLUSD through Squid's tools for applications including cross-chain payments, treasury management, user onboarding, and DeFi.
