Korea to Implement New Rules for Single-Stock Leverage Products: Closing Deviation Rate Management Range Tightened to 2%

Odaily News: The Financial Services Commission of South Korea has announced that it will further raise the investor threshold for single-stock leveraged ETFs and ETNs, with the new rules set to take effect on August 19. In addition to the existing 30 million KRW base margin and 3 hours of prior education, first-time individual investors in leveraged products on single domestic and foreign stocks will also be required to complete simulated trading.In addition, the management standards for deviation rates of ETFs and ETNs will also be comprehensively tightened. The closing deviation rate management range for domestic ETFs and ETNs will be tightened from 3% to 2%, while for overseas products it will be tightened from 6% to 5%. For deviation rates calculated as negative values, they will be computed based on their absolute values. Under the new rules, if the deviation rate exceeds twice the management range, a screening and designation notice will be triggered; if the deviation rate again exceeds twice the range within 10 trading days from the date of the designation notice, or exceeds the standard for two consecutive trading days, the product may be designated as an investment caution item, after which a call auction will be conducted for 3 trading days.The Financial Services Commission explained that the tightened regulation is due to the negative compounding effect of single-stock leverage products, where investors may incur losses even if the underlying asset remains flat, and it hopes investors will fully understand the product structure and risks before making actual investments. Korea Plans to Raise Minimum Trading Unit for Single-Stock Leveraged ETFs to 20 Shares in September

the Korea Exchange has drafted amendments to the "Securities Market Business Regulations Implementation Rules," which will raise the minimum trading unit for single-stock leveraged ETFs from the current 1 share to 20 shares, and for ETNs from 1 security to 20 securities. The exchange is currently seeking market feedback.It is understood that South Korean financial regulators originally planned to implement this measure in November, but given the rising speculative trading in single-stock leveraged products and the need to cool it down ahead of schedule, the exchange is pushing for implementation as early as next month. In addition to raising the trading unit, regulators will also strengthen investor protection measures. South Korea's single-stock leveraged ETF daily trading volume falls below 10 trillion won, trading cools ahead of new regulatory rules

according to data from the Korea Exchange, the combined daily trading volume of 16 single-stock leveraged and inverse ETFs tracking Samsung Electronics and SK Hynix fell below the 10 trillion won mark this Monday (July 27), dropping to 7.46 trillion won. This represents a 27% decrease from the previous trading day and a more than 30% decline compared to the average daily trading volume of the previous week. Their share of the total trading volume in the Korean ETF market also fell to 36.9%. Among these, products related to SK Hynix still dominated trading, accounting for approximately 70% of the total trading volume of all single-stock leveraged and inverse ETFs.Market analysts believe the cooling of trading is mainly due to new regulations from South Korea's financial authorities. Starting July 31, individual investors in South Korea who newly purchase or increase holdings of single-stock leveraged ETFs/ETNs must maintain a cash-based margin of at least 30 million won. UK Financial Conduct Authority Proposes Allowing Authorized Funds to Hold Up to 10% in Crypto ETNs

the UK Financial Conduct Authority (FCA) has proposed allowing authorized investment funds (including UCITS schemes and most non-UCITS retail schemes) to allocate up to 10% of their assets to crypto Exchange Traded Notes (ETNs). This proposal is included in the FCA's Consultation Paper 52, with a five-week public and institutional comment period ending on July 13.The FCA stated that this move aims to bridge the regulatory gap between individual retail investors and authorized funds. Since the FCA lifted its four-year retail ban on crypto ETNs in August 2025, individual investors have been able to invest directly in ETNs, but funds had remained subject to an "effective ban." The FCA emphasized that the 10% limit is intentionally set, and exceeding this threshold could force a fund to be reclassified as a restricted mass-market investment product, impacting its retail fund status.Under the proposal, professional and qualified investor schemes are not subject to the cap; long-term asset funds and non-UCITS retail schemes operating as alternative investment funds are excluded. The FCA noted that cryptocurrencies do not align with the investment objectives of these funds.On the industry side, the Investment Association supports the proposal, believing that gaining exposure to crypto assets through regulated listed products is manageable in terms of risk, and that the 10% cap helps manage fund risk. Fund managers will need to ensure that holdings are consistent with the fund's disclosed investment objectives and risk profile, and disclose significant crypto ETN holdings.The FCA emphasized that it is not currently considering allowing authorized funds to hold crypto assets directly for investment purposes, and will decide after evaluating the impact of the upcoming crypto asset regulatory regime and client asset protection rules. UK startup Stratiphy to enable UK investors to hold cryptocurrencies in Individual Savings Accounts

According to the Financial Times, UK-based startup Stratiphy will offer both cryptocurrency exchange-traded notes (ETNs) and innovative finance ISAs (IF ISAs), enabling investors to hold crypto assets within capital gains tax-free accounts. Stratiphy provides three ETNs issued by 21Shares—the largest European crypto ETP issuer—which track Bitcoin, Ethereum, and a Bitcoin-and-gold composite product. The platform currently manages approximately £4 million in assets and serves around 2,000 clients. In October last year, the UK’s Financial Conduct Authority lifted its four-year ban on retail investors purchasing exchange-traded notes (ETNs).
