BIP-110 Supporters Propose Restarting Minority Chain with BLAKE2b, Replay Attack Concerns Raised

Odaily News: BIP-110 supporters are discussing a hard fork to change the stalled minority chain's mining algorithm from SHA-256d to BLAKE2b. Transaction history before the fork remains shared by both chains. If transaction and signature rules remain consistent, the same transaction could be replayed on the other chain, creating a replay attack.BIP-110's peak miner support was approximately 2.53%. After the consensus rules took effect on August 8, the minority chain produced only two consecutive blocks before stalling, while the Bitcoin main chain continued operating and widening the block height gap. The BIP-110 proposal was subsequently marked as closed, and supporters shifted focus to discussing the BLAKE2b proof-of-work scheme.Bitcoin Knots plans to add a new signature hash option, but RDTS will still maintain compatibility with Bitcoin Core's existing signature hash types. Regular transactions may continue to be valid on both chains. Users will need to use the new option and rely on wallets or hardware signing firmware that support it to achieve asset separation.Luke Dashjr stated on August 18 that Bitcoin should bear the responsibility for replay protection, calling it "Spamcoin." If the BLAKE2b fork proceeds around September 1, exchanges, wallets, and holders will need to distinguish between cross-chain transactions and chain-specific transactions. (Bitcoin.com News)

Russian Central Bank Proposes Capping Professional Market Participants' Crypto Asset Holdings at 25% of Total Equity

Odaily News: The Russian Central Bank has released a draft regulation stipulating that professional market participants, including brokers, trust management firms, forex dealers, and cryptocurrency exchanges, must include crypto assets in their equity calculations. Crypto assets approved for trading on exchanges may account for no more than 25% of total equity value. The draft requires that relevant crypto assets be registered with a crypto-asset custodian so that regulators can verify their existence. The Russian Central Bank stated that this ratio will be used to assess credit risk and market risk, ensuring that intermediaries have the capacity to cover potential losses. The Russian State Duma has approved a cryptocurrency regulatory framework that allows both qualified and unqualified investors to trade cryptocurrencies, though the latter are subject to an annual purchase limit of 300,000 rubles (approximately $3,800). Cryptocurrencies still cannot be used as a domestic payment instrument, but import and export enterprises are permitted to use them for cross-border settlements without restrictions. Austria's Financial Market Authority Fines Bitpanda €70,000 in First-Ever Penalty Under MiCA Framework

Odaily News, August 14 — The Austrian Financial Market Authority (FMA) announced a €70,000 fine against crypto asset trading platform Bitpanda. The FMA stated that this is the first legally binding penalty case under the MiCA framework. The FMA noted that Bitpanda violated Article 8 of MiCA by failing to notify the authority and submit a whitepaper at least 20 days before the relevant crypto assets were approved for trading. Additionally, Bitpanda issued marketing notices without first publishing the required whitepaper, in violation of Article 1 of MiCA. The FMA stated that MiCA has moved from mere regulation to the enforcement phase, emphasizing that even though Bitpanda is the first publicly penalized case, it will not receive special treatment. Markus Miller stated that a license can only build trust if the relevant rules are continuously complied with. (Bitcoin.com News)

Galaxy Lowers Probability of CLARITY Act Passage This Year from 75% to 10%

: Digital asset firm Galaxy Digital has lowered the probability of the CLARITY Act passing this year from 75% in May to 10%. The bill proposes that two U.S. federal regulatory agencies each oversee crypto asset regulation separately. U.S. Senators will return to Washington on September 14, followed by a working period of approximately three weeks. According to the Senate schedule, the motion to invoke cloture to advance the bill will be eligible for a vote at 2:15 PM on September 15. The motion requires the support of at least 60 senators. Republicans currently control 53 seats; if all Republican senators support the bill, support from at least 7 senators from other parties would still be needed. Galaxy Digital stated that unresolved ethics concerns, declining Republican support due to banking lobbying, and the shorter legislative window in September constitute the main obstacles to the bill's passage this year. BIP-110 fork chain only mined 4 blocks in 7 days, plans to switch to Blake2b in September

Odaily News: The BIP-110 fork branched off from the Bitcoin mainnet at block height 961,632 on August 8. Since then, the Roughnecks mining pool has mined only 4 blocks in 7 days, with on-chain progress stalled at block 961,635. BIP-110 supporters plan to switch the proof-of-work hash function from SHA-256 to Blake2b as early as September. The related development requires adjustments to block header validation, as well as upgrades to mining pools, wallets, block explorers, and indexing tools. The fork coin has not yet received support from trading platforms and currently has no market price, with over 400,000 transfers awaiting confirmation. Due to the lack of replay protection, a large number of these transfers were unintentionally generated by users. Tokens mined by Roughnecks require 100 confirmations before they can be used. SEC Again Delays Tokenization Exemption, CLARITY Act Provisions Still Under Negotiation

Odaily News: The U.S. Securities and Exchange Commission (SEC) has once again postponed its plan for a tokenization "innovation exemption." The framework was intended to allow companies to test blockchain-based tokenized trading of U.S. stocks without meeting full exchange and broker-dealer standards. The delay is tied to unresolved negotiations over Section 10505 of the draft CLARITY Act in the U.S. Senate. That provision stipulates that tokenized securities remain securities and requires the SEC to study custody, consumer protection, cross-border issues, and regulatory coordination. The SEC also postponed a vote scheduled for Friday on a proposed exemption for crypto startup fundraising, citing scheduling issues, with no new date announced. The House version of the CLARITY Act passed in July 2025, and the Senate Banking Committee version advanced by a 15-9 vote in May of this year. A procedural Senate vote is not expected before September 15. (Bitcoin.com News)

BitMEX will close its platform on September 23, 2026; the exchange invented crypto perpetual swaps

Odaily News: Cryptocurrency exchange BitMEX has announced that it will fully shut down its platform at 4:00 (UTC) on September 23, 2026. BitMEX CEO Peter Wilkinson stated that the exchange has been operating for over 11 years and has never lost customer funds due to hacker attacks during that period. Peter Wilkinson noted that BitMEX failed to keep pace with its competitors, having long focused on derivatives business while failing to offer spot trading, yield products, custody, and stablecoin trading services in a timely manner. The exchange also entered the USDT market relatively late, in 2021. He stated that BitMEX once supported its founding team in pioneering perpetual swaps, a product that has since become one of the highest-trading-volume financial instruments in the crypto industry and is now widely used for leveraged cryptocurrency trading. Bitcoin's Proposed Soft Fork BIP-54 Completes Specification, F2pool Will Not Support Early Activation

Odaily News: The specification for Bitcoin's proposed soft fork BIP-54 (Consensus Cleanup) was completed in May 2026, aiming to fix four consensus rule boundary issues without adding new Bitcoin features. On August 10, Wang Chun, co-founder of digital asset mining pool F2pool, stated that he does not support BIP-54. He said that if the proposal obtains the required majority through the standard BIP-9 process, F2pool will upgrade its mining nodes, but will not issue a signal of support ahead of time. BIP-54 has been tested in Bitcoin Inquisition, a Signet-based testing environment. Mining pools MARA and ViaBTC have voluntarily produced compatible coinbase transactions; the official activation parameters have not yet been determined, and the mainnet vote has not been completed. Previously, BIP-110, which attempted to restrict certain non-financial data in Bitcoin transactions, failed to gain sufficient miner support and stalled around block height 961,635; BIP-54 does not involve restricting general script functionality.
