CLARITY Act's probability of passing within the year drops to 21%, Senate to hold first vote on September 15

Polymarket data shows that the probability of the CLARITY Act becoming law by December 31 stands at 21%, with related contract trading volume exceeding $5.5 million as of August 9. Galaxy Research had previously lowered its expectation for the bill's passage in 2026 from 50% to 30%. On August 8, the U.S. Senate filed a motion to invoke cloture on the motion to advance the bill, but no full chamber vote was held. Senators will return on September 14, and per procedural rules, the first cloture vote is scheduled for September 15. The CLARITY Act aims to delineate the regulatory authority of the U.S. Securities and Exchange Commission (SEC) and the U.S. Commodity Futures Trading Commission (CFTC) over digital assets. Senate negotiations still involve three unresolved issues: ethics enforcement, illicit financial activity provisions, and stablecoin yield. The bill will need 60 votes to overcome a filibuster.

Strategy holds 842,138 Bitcoin valued at approximately $55 billion; Saylor posts "Doing Business"

Michael Saylor, Executive Chairman of digital asset treasury company Strategy, posted a Bitcoin holding chart on X on August 9, with the caption "Doing Business." Strategy holds 842,138 Bitcoin on its books, valued at approximately $55 billion as of the morning of August 9. Since June 22, the company has disclosed four sales but no purchases. The Strategy chart shows its average Bitcoin cost basis is $75,653 per coin, with unrealized losses of approximately $9.051 billion. The Strategy dashboard shows that as of 10:06 that day, total reserves including $4 billion in cash stood at $5.889 billion, with the Bitcoin portion valued at approximately $54.9 billion and an average cost basis of $75,419 per coin. On August 3, Strategy filed a document with the U.S. Securities and Exchange Commission (SEC) disclosing the sale of 1,638 Bitcoin from July 27 to August 2, with a transaction amount of approximately $104.73 million and an average price of $63,957 per coin. The company also sold 2,225, 1,363, and 32 Bitcoin on July 6, June 30, and June 1, respectively, and repurchased 912,143 shares of STRC for $81.2 million.

Hyperliquid RWA Trading Surges, But Fees Are Being Diverted to External Developers as HYPE Revenue Continues to Shrink

Odaily News – Hyperliquid's RWA perpetual contract trading is growing rapidly, yet platform revenue continues to decline, creating a divergence of "record-high trading volume versus shrinking retained revenue." Data shows that Hyperliquid's open interest climbed to approximately $11 billion on July 13, hitting a new high for 2026, with perpetual contract trading volume over the past 30 days nearing $178 billion, and its share of global perpetual open interest rising to around 9%. Meanwhile, Hyperliquid's protocol revenue has declined for four consecutive quarters, dropping from roughly $357 million in Q3 2025 to about $202 million in Q2 2026, down approximately 43% from its peak.Analysts attribute this primarily to the HIP-3 mechanism, which allows external developers staking 500,000 HYPE to create their own perpetual markets and earn up to 50% of trading fees. In early 2026, developer-deployed markets accounted for only about 2% of Hyperliquid's perpetual trading volume; that figure has now risen to roughly half, meaning an increasing share of trading revenue is being distributed to external developers.Since approximately 97% of Hyperliquid's trading fees are used to buy back HYPE, the decline in platform revenue directly translates to shrinking buyback scale. As of Friday, HYPE was trading at around $55, down about 28% from its all-time high of roughly $77 on June 16. Meanwhile, core contributors unlocked nearly 10 million HYPE on August 6, valued at approximately $550 million at then-prevailing prices, with subsequent unlock schedules continuing through 2027.Overall, Hyperliquid's trading activity is still growing rapidly, but the revenue diversion caused by HIP-3 is weakening the platform's own earnings growth and HYPE buyback support. The boom in its RWA business has yet to fully translate into earnings growth for HYPE holders. (CoinDesk)

OpenAI Shuts Down Atlas, Independent AI Browser Strategy Suffers Setback

OpenAI's AI-native browser Atlas, released in October 2025, officially ceased operations on August 9, 2026, after 292 days online. The article argues that Atlas's shutdown is not merely the failure of a single product, but also reflects the overall pressure facing the "independent AI browser" business model.

Apple China Official Website Removes Apple Intelligence Integration with Alibaba Qianwen User Manual

Apple China's official website briefly launched the support document "Use Qwen with Apple Intelligence on Mac" on August 8, confirming that Apple Intelligence can collaborate with Alibaba's Qwen model, but the Chinese manual was subsequently deleted, and the original link is now inaccessible.

ECX hard fork to launch in three phases, with the permanent version scheduled for release on October 31

Odaily News, ECX developer Paul Sztorc has announced that the ECX hard fork will be rolled out in three phases, rather than the originally planned single release on August 23. ECX is a new blockchain that replicates the complete transaction history of Bitcoin at specified block heights. Nearly all Bitcoin holders, except for those holding a portion of Satoshi Nakamoto's Bitcoins, will receive an equivalent amount of ECX, while the Bitcoin network itself remains unchanged. The first Alpha version will be activated on August 23 at block height 963,648, the Beta version will go live on September 20 at block height 967,680, and the permanent full version is scheduled for release on October 31 at block height 973,728. Tokens collected during the Alpha and Beta phases can be burned and exchanged for official ECX once the permanent chain goes live. ECX's replay protection remains an optional mechanism. The official wallet will enable this protection and remind users before executing transactions. Paul Sztorc stated that if users ignore the reminders, ECX will replay their Bitcoin transactions, causing the associated Bitcoins to be transferred out along with the user's actions and moved to new holders. October 31 also marks the 18th anniversary of Satoshi Nakamoto publishing the Bitcoin whitepaper.

U.S. Senate to Hold Procedural Vote on Advancing CLARITY Act on September 15

Odaily News: U.S. Senate Majority Leader John Thune has filed a motion to invoke cloture on the motion to proceed to consideration of the Digital Asset Market Clarity Act (CLARITY Act), with the Senate scheduled to hold the related procedural vote on September 15. The vote is expected to take place when the Senate reconvenes at 2:15 PM ET that day. The motion requires 60 votes to pass, meaning Republican lawmakers will need Democratic support to clear the procedural threshold. The two parties are still negotiating over provisions such as ethics rules and stablecoin reward regulations, with those differences having previously prevented an agreement before the August recess. This vote only concerns whether to begin floor consideration of the bill and does not represent a final vote or passage by the Senate. The CLARITY Act aims to establish a federal market structure for digital assets, clarify the conditions under which certain crypto assets are subject to securities or commodities law, and define the regulatory responsibilities of the U.S. Securities and Exchange Commission and the U.S. Commodity Futures Trading Commission.

Bitcoin new wallet count hits a 2026 high, Coldcard firmware vulnerability causes over $116 million in losses

Odaily News: Bitcoin added 2.27 million new wallets this week, with active wallet count reaching 751,000, marking the highest on-chain activity in months. On July 31, active addresses briefly approached 978,000—approximately 1.6 times the July daily average—while the first week of August averaged around 751,000 daily, up from July's average of roughly 610,000. Daily average exchange inflows stood at approximately $1.55 billion, down from July's $1.67 billion, with fund movements not accompanied by significant exchange buying activity. This surge in activity is linked to a firmware vulnerability in Coldcard devices from hardware wallet manufacturer Coinkite. The vulnerability affects certain Mk3, Mk4, Mk5, and Q models, where seed generation utilizes a software random number generator, reducing the actual randomness of some devices to approximately 40 or 72 bits. Since July 30, related bitcoin losses have exceeded $116 million. Holders of affected devices have transferred funds to new addresses and replaced them with unaffected hardware devices. Coinkite has released firmware patches and entropy remediation disclosure documents. This vulnerability stems from a random number generation issue in device firmware, not a flaw in the Bitcoin protocol layer.

EIP-8363 has been considered for removal from the Ethereum Hegota upgrade review

Odaily News On August 6, at the "All Core Devs consensus call" held by the Ethereum community (a biweekly meeting to discuss consensus layer changes), Jerome introduced EIP-8363, a proposal aimed at introducing a decreasing burn mechanism for Ethereum. Once the staking ratio exceeds 50%, the staking incentive for validators would drop to zero. However, other participants expressed concerns about the potential negative impact on small validator nodes and the risk of centralization, and also questioned the actual returns for stakers and the complexity of implementation. As a result, the proposal was ultimately recommended for removal from consideration for inclusion in the Hegota upgrade. Jerome and the other authors of the proposal were also advised to respond to all comments on the EIP thread on the Eth Magicians forum. It is reported that EIP-8363 was submitted as a draft on August 4, in an attempt to meet the non-core EIP submission window for the Hegota upgrade (deadline August 6), but it triggered extensive controversy within the community regarding timing, impact on staking/DeFi, and centralization risks. Executives from Ethereum ecosystem companies, including SharpLink CEO Joseph Chalom, Aave founder Stani Kulechov, and Ether.fi founder Mike Silagadze, all publicly opposed the proposal.

Odaily News: Justin Mateen, a director at Trump family-backed bitcoin mining company American Bitcoin (ABTC) and co-founder of Tinder, purchased company shares on two consecutive days following the release of its quarterly earnings report, with a total investment of approximately $1.93 million. Regulatory filings show that Mateen bought approximately 145,000 shares of ABTC Class A common stock on August 5, with a transaction value of about $925,000 and an average purchase price of approximately $6.40 per share. On August 6, he purchased another approximately 162,000 shares for about $1 million, at an average price of approximately $6.19 per share. Together, the two transactions totaled 306,981 shares, increasing his ABTC holdings to 492,297 shares. American Bitcoin, supported by members of U.S. President Trump's family, including Eric Trump and Donald Trump Jr., is a Nasdaq-listed bitcoin mining and BTC reserve company. The company adopts a strategy of "large-scale mining plus corporate treasury bitcoin holdings" to provide investors with bitcoin exposure. Financial reports show that American Bitcoin recorded a net loss of approximately $57 million in the second quarter, while its mining scale and bitcoin reserves continued to grow over the same period. The company produced approximately 932 BTC in the quarter, reaching an all-time high, with treasury bitcoin holdings increasing to over 8,000 BTC.

U.S. Senator Lummis: Delaying the Clarity Act is not the time to give up; this fight is far from over

Odaily News, August 7 — The Senate announced that the vote on the Clarity Act has been postponed to September. Senator Lummis, a supporter of the Clarity Act, posted on X, saying, "I have put so much long and hard work into this bill, so you can imagine how frustrated I am right now. Someday I will have more to say, but for now, allow me to say this: we have come this far, and now is absolutely not the time to give up.""I will not give up, because I deeply believe in my heart that this industry deserves to thrive under clear rules on American soil; consumers deserve to be protected from fraud and have the confidence to participate in our digital economy; and law enforcement should also have the necessary tools to hold bad actors accountable.""The Clarity Act is the only way for us to achieve these goals. The status quo is flawed in every way, and I will not rest until we fix this broken system. I will continue to work hand in hand with my colleagues to reach this goal—this fight is far from over."

"Unease and anticipation are just two sides of the same coin": SK Hynix stock pulls back but remains favored by institutions, market focuses on HBM4 technology moat

Odaily News: SK Hynix's stock price has recently seen a pullback. On August 3, the stock fell 8.79%. Although it rebounded slightly by 0.64% and 5.77% on August 4 and 5 respectively, it plunged another 10.37% on August 6, closing at 1.495 million KRW; on August 7, it dropped a further 4.88%, closing at 1.422 million KRW.Against the backdrop of heightened market volatility, SK Group released an advertisement quoting founder Choi Jong-gun’s famous saying: "Despair and hope are two sides of the same coin; you can turn despair into hope as easily as flipping your palm," and adapted it to: "Unease and anticipation in the AI era are also two sides of the same coin; you can turn unease into anticipation," thereby conveying confidence in the long-term development of the AI industry.Securities institutions believe that short-term stock price fluctuations have not changed SK Hynix's fundamentals, and the market should focus on its HBM4 technology leadership and the earnings stability brought by long-term supply agreements (LTAs). Specifically:1. Hyundai Motor Securities expects SK Hynix's DRAM and NAND bit growth to reach 9.7% and 1.5% respectively in the third quarter. As HBM4 sales contributions expand, even with a higher proportion of LTAs, DRAM average selling prices (ASP) are still expected to rise 19.9% quarter-over-quarter. Companies such as OpenAI and Anthropic are advancing plans to build their own hyperscale AI data centers and intend to raise funds for related construction through IPOs. Even if some large tech companies adjust capital expenditures (Capex) in the future, this could be offset by demand from other AI infrastructure. Additionally, regarding competitive concerns over China's CXMT, given the U.S. continued tightening of semiconductor equipment export restrictions, as well as Micron's expansion of domestic U.S. investment, the likelihood of major companies like Apple adopting Chinese memory chips is relatively low.2. SK Securities is also bullish on SK Hynix's competitive advantages, believing that with its leading position in HBM, partnerships with major North American GPU companies, and AI-driven LTA demand, SK Hynix's market position remains solid. Currently, the HBM supply-demand fulfillment rate is below 70%, and the core value of LTAs lies in ensuring profit sustainability and earnings stability through a "mutual binding structure" between customers and suppliers. With value-reassessment initiatives such as an ADR listing progressing, along with dividend income from the sale of SPC assets related to Kioxia, the company's goal of achieving net cash of 100 trillion KRW may be reached earlier than expected. As shareholder return policies gradually become clearer, this will help the market re-evaluate the value of the LTA model and drive a further re-rating of SK Hynix. (Daum)

BIP-110 forced signaling window approaching, current miner support signaling rate approximately 2.59%

Bitcoin developer Chris Guida has reset the PoW change code written by Bitcoin developer Luke Dashjr in 2017 onto the recent Bitcoin Knots codebase. The code has not yet been scheduled for activation, and Guida stated that it serves as a contingency plan and is not an imminent fork. BIP-110 is a temporary soft fork proposal that aims to restrict arbitrary data embedded in Bitcoin transactions within approximately one year, including restoring the OP_RETURN 83-byte consensus limit. The proposal requires 55% miner signaling support, meaning 1,109 blocks out of 2,016 blocks, to achieve early lock-in. If the threshold is not met, the forced signaling window will begin at block 961,632, expected to occur around August 8 or 9. Nodes implementing BIP-110 will subsequently reject blocks that do not emit a support signal, with lock-in expected no later than block 963,648 and activation targeted at approximately block 965,664. As of 8:15 AM Eastern Time on August 7, 2026, the chain tip height is 961,425, with 207 blocks remaining until the forced window begins. Only 47 out of 1,818 blocks have emitted a BIP-110 support signal, with the current signaling rate at approximately 2.59%.

Nomura: AI Creates More Jobs Than Layoffs, India Becomes Global AI Employment Impact "Ground Zero"

According to Bloomberg, Nomura Holdings economists Sonal Varma and Si Ying Toh released a research report noting that India, serving as a back-office service center for many global enterprises, is currently becoming a key sample for evaluating the impact of AI on the employment market. The report analyzed 69 cases in Asia (mainly covering the period from 2022 to August 2026), with conclusions showing that the growth rate of hiring for AI-related roles in India has currently exceeded the scale of layoffs and hiring freezes caused by AI. Nomura believes that, by virtue of its massive labor force, India is bearing the "largest absolute impact" under the AI wave and is the most representative "frontline" for observing the impact of AI technology on employment.
