Esper pointed out that China is heavily investing in state-led payment systems to bypass U.S. regulation and undermine the dominance of the U.S. dollar, while weak digital asset regulatory rules also provide loopholes for North Korean hacking organizations such as the Lazarus Group to evade U.S. financial controls. He stated that the CLARITY Act will expand the Treasury Department's special measures authority under Section 311 of the USA PATRIOT Act and is a powerful weapon to combat malicious actors.
