Shanghai: Advance the construction of the National Blockchain Network (Shanghai Hub), and strengthen cross-chain services and other foundational capabilities.
The Shanghai Cyberspace Administration and the Shanghai Data Bureau have issued the Several Measures of Shanghai on Promoting High-Level Opening Up and Facilitating Cross-Border Data Flow. The measures propose improving infrastructure for cross-border data flow, advancing the construction of the National Blockchain Network (Shanghai Hub), and strengthening foundational capabilities such as distributed digital identities, privacy computing, and cross-chain services. Support will be provided for developing facilities for cross-border data flow services, and exploring service models based on the mutual recognition of rules. The measures also support the construction of international data centers to underpin the computing power service industry and related cross-border digital services.
