The U.S. Commodity Futures Trading Commission (CFTC) on Tuesday suspended an emergency rule by Kalshi, preventing it from forcibly liquidating open sports event contracts held by certain Michigan residents, and requiring Kalshi to follow normal procedures to fulfill related transactions. Kalshi submitted the emergency rule on July 12, after the Ingham County Circuit Court in Michigan orally requested it to close some positions. A letter dated July 6 stated that the related transactions must be voided, canceled, and refunded. The dispute began in March, when Michigan Attorney General Dana Nessel and the Michigan Gaming Control Board sued Kalshi, alleging that its sports event contracts constituted unlicensed internet sports betting. Kalshi argues that the relevant products are federally regulated derivatives under the Commodity Exchange Act. The CFTC stated that allowing Kalshi's emergency rule to take effect could undermine confidence that completed derivatives transactions will be honored and could cause significant market disruption. CFTC Chairman Michael Selig stated that a state government cannot force a designated contract market to violate its obligations.

According to data disclosed by the Korean financial industry on July 12, as of the end of June, the combined household loan balance (excluding policy loans) of the five major commercial banks—KB Kookmin Bank, Shinhan Bank, Hana Bank, Woori Bank, and NH Nonghyup Bank—stood at 647.58 trillion won, an increase of 3.70 trillion won compared to the end of last year. Earlier this year, South Korea's financial regulatory authorities set a total household loan growth cap for financial institutions at 1.5% for the year, lower than the actual growth rate of 1.7% last year, aiming to curb the overly rapid expansion of household debt.Calculated based on this target, the total annual new household loan ceiling for the five major banks is approximately 4.34 trillion won. Broken down by bank: KB Kookmin Bank 909.2 billion won, Shinhan Bank 850 billion won, Hana Bank 880.5 billion won, Woori Bank 826.6 billion won, and NH Nonghyup Bank 870 billion won. However, the actual increase of 3.70 trillion won in the first half alone already accounts for 85.3% of the annual ceiling. The remaining quota for the year is only about 639.5 billion won, spread over the six months of the second half, making the available room extremely limited. (Wall Street CN)

According to South Korean media EToday, Lee Yiyuan, Chairman of the Financial Services Commission of South Korea, announced that a supplementary plan targeting single-stock leveraged ETFs such as Samsung Electronics and SK Hynix, which have recently been accused of amplifying South Korean stock market volatility, will be announced soon. Currently, regulatory authorities are closely evaluating the impact of single-stock leveraged products on market volatility and are accelerating the formulation of a comprehensive plan. However, regarding whether to implement measures such as temporary trading halts, market impacts must still be carefully weighed to avoid triggering greater side effects. Lee added that the recent intensification of volatility in the South Korean stock market is mainly driven by factors such as increased volatility in the global semiconductor industry, the industry rapidly entering a super cycle, and significant short-term surges in related stocks. The weighting of Samsung Electronics and SK Hynix in the Korea Composite Stock Price Index (KOSPI) has increased, significantly strengthening the impact of their stock price fluctuations on the overall market.

: Ripple’s Global Head of Public Policy and Government Affairs, Lauren Belive, stated that opposing the CLARITY Act is not opposition to the crypto industry, but rather opposition to consumers, and would continue exposing crypto holders to bad actors who exploit regulatory arbitrage. Belive noted that while a digital asset market already exists in the United States, federal rules protecting consumers have not kept pace. She pointed out that the regulatory gaps that led to the collapse of FTX and the loss of customer funds still persist. Belive indicated that the CLARITY Act would grant the U.S. Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) clear joint jurisdiction over the digital asset market, requiring tokens to undergo regulatory oversight before entering the market. Stuart Alderoty, Chief Legal Officer of Ripple and Chairman of the National Cryptocurrency Association, stated that opposing the CLARITY Act would allow the current unregulated status quo to continue and be exploited by bad actors.

: The UK and US governments, through the Future Markets Cross-Atlantic Working Group, have issued a joint position on stablecoins, supporting coordinated rules on reserves, redemption, market access, and cross-border use. The UK and US indicated that stablecoins used as currency should be fully backed by high-quality liquid assets at a minimum ratio of 1:1. Reserve assets should be segregated from the issuer’s own funds, with disclosure standards for custody, redemption, and legal rights provided to holders.
